Second Opinion re: Driving?

Hi-- My kiddo (16.5) was on the cusp of getting his driver's license when we learned that our neurologist required an overnight v-EEG before he would sign off. We haven't had a seizure in 3 years, so we figured no problem. However, they saw a few generalized microseizures (1/2 a second) overnight-- while sleeping-- on the EEG, and now the doc refuses to sign. Has anyone else faced this with their teen? I understand wanting to be cautious, but I cannot help but think that this is driven in large part by the fact that physicians in my state (WA) can be held legally liable in the event of an accident. We would like to seek a second opinion, and are trying to figure out where to start. Any advice appreciated
