Jamais vu Deja vu

please will someone explain to me- when these things happen are they an "aura" or are they an actual seizure?
how frequently does this occur in a non-epileptic population?

I guess I phrased my question poorly. I was wondering if people w/o seizures experience this stuff several times a month too?

First, 'auras' are partial seizures. However, almost everyone suffers from deja-vu at least once in their life. http://en.wikipedia.org/wiki/Deja_vu
