Side effects with medication changes

My 8 year old son has a generized seizure disorder.   He currently takes 150 mg of lamictal twice daily and 2ml of keppra twice daily ( was originally 3.5ml twice daily).    He has been seizure free for 2 years and his neurologist has been trying to wean him off the keppra. Every 2 weeks his neurologist has had us decrease the keppra dose by .5 ml.    Every time we decrease my son seems to have an increase in side effects ( impulsivity, aggression, poor concentration ), and is starting to become a problem for him at school   He has 2-6 days of increased symptoms and the it improves.   Is it common to experience increased symptoms with lowering of medications?  Is there anything that can lessen the side effects?
