Possible seizure?

What visiting my grandson of 3 month old last night he had just had a bath and I was feeding him his bottle, when I Noticed that milk was pooling on his neck I took the bottle out his mouth, it was full of formula, sitting him up so he wouldn't choke, I noticed this blank stare and his left arm was straight and rigid. This lasted about 20 seconds once I noticed it. I commented to his mom, who said he stares off sometimes. Now his history is that mom had low PAPP A protein detected during pregnancy, early on. Baby was born, released from hospital and readmitted to NICU for extreme lethargy and high bilirubin. While investigating, it was found he had 88% oxygen and low sugar. In NICU for a week. His birth wt. was low. All indicated in low PAPP A (from Wikipedia). 6 weeks ago I was changing him, the first time I saw the blank stare and he was moving his shoulders like rolling them inward. I thought that was odd, mentioned to the parents, now this. Could these be indicators of epilepsy? Thanks for replies.
