What does it take??

How stressful or a traumatic experience does one have to have to be considered their seizures to be anti-epileptic? When maybe another patient may have the same results where nothing has showed up on their tests, but they are still considered an epileptic? I just thought everyone had stress or something traumatic in their lives. So how does a doctor know the difference when the two patients are in the same circumstances? I'm a little confused! Thanks for your time, everyone!
