Welcome to the site!

I'd definitely get a second opinion if I were you.   Especially from a neurologist, rather than a gp.

According to http://www.epilepsy.com/medications/b_trileptal_side.html ,

Allergic reactions
A small percentage of people taking Trileptal develop a rash within the first few weeks of taking it. If this happens, tell the doctor or nurse right away, to be sure that it's not the beginning of a serious problem. It's rare for the rash to be serious, but don't ignore it. It's often necessary to switch to a different seizure medicine.

Like I said before, it's unfortunate that some doctors don't listen to their patients more!  :(

I have a very small rash on my face. My doctor said it was fine. But having many rashes I would get off and talk to the doctor.http://health.groups.yahoo.com/group/EpilepsyApproach/Lisa
