Epilepsy and Public Transit Requirements

My town of greater than 140,000 people here in TX (just side of Dallas and ranked #1 city to live in nationwide), currently does not offer transportation for the disabled other than those going for medical care. I myself haven't had a seizure in a year and a half and show no signs of a disability due to epilepsy and at my worst period had perhaps 3 a year. Right now, my only option outside family (who I am extremely fortunately to have locally) is to drive me where I need to go. Lyft/Uber costs me $30 round trip to the train station. Going to/from work is $150/wk. $600/mo. The latter is more than what most people pay per month for a car. Is it a governmental LAW that for folks in my situation that public transit be required? So long as I provide a medical certification that I have suffering from epilepsy of course. I mean, I am essentially unable to drive and unable to get anywhere with the exception of kindness of friends. To be able to be truly independent? That would be HUGE. I know I am extremely fortunate in that my condition isn't anywhere near as severe as others, but all the same? Thanks in advance for all your help.
