Toddler on Vimpat, Please give advice

We have changed insurances, the new insurance doesn't cover Vimpat. I am trying to get patient assistance, but am having problems since he is not 4. Does anyone have any advice on how to get the insurance to cover it? He has tried other medication and it did not work for him. He had allergic reactions.
