Unsure diagnosis

Hey everyone. I have a 30 year old brother who has had seizures since he was 7, coupled with development delays. He can't write much and his speech is really bad. He stutters through his speech too. He recently had a really bad seizure in the streets, very scary, coz he could have been hit by a car. The doctors have misdiagnosed him for years. And I'm worried now, coz without a diagnosis we can't figure out how to help him.

Can you get a second opinion with a neurologist who specializes in epilepsy? In such a case if it isn't epilepsy, they would be better a differentiating between various possibilities.
