Could My Brother Have Epilepsey?

My brother, Martin Anthony Kandell,was in a car accident on January 24,1976. He was diagnosed with a hidden head injury. Tony, as my family calls him was on medication for hyper activity disorder until he entered high school.He is easily excitable and when he watches certian tv programs he flails his arms or drools uncontrolably. I never was sure what caused him to act that way or if this is normal.
