Abnormal EEG with no seizures

My son recently had an EEG  (6 hours) that came back as abnormal but no seizures detected.  The neuro said he is at risk for seizures because of the spikes on his EEG.  He has had the same thing happen before in an EEG.  At age 4 we saw lots of eye rolling, lip smacking and weird behaviors (acted drunk like).  We never caught them on EEG, but they said he had absence seizures.  Now, the Neuro thinks he might be having tics.  I don't know....they did not seem tic like to me, especially the drunk like behaviors.  We weaned him off meds recently and really have not seen many eye rolls or lip licking like we did when he was first diagnosed.  That is great...I was expecting the EEG to come back as clean.  But it wasn't, she said it was abnormal.  So, neuro doesn't want to put him back on meds now and do a wait and see. Not sure how I feel abou that.

How common is it to have an abnormal EEG and not have epilepsy?  Any thoughts?  I am just confused and don't know what to do.  :(
