need urgent help

my nephew taking medications Zeptol (300mg 3 times) and Frisum (10mg and 15mg) for the past 34 years and he is completely retarded and difficult to do his daily activities by himself.  Needs continuous attention by his parents who are now over 60 years of age.  Doctors prescribe these medications for years.  I am suspecting the medication made the patient much worse than real disease.  Need help in assessment by forum
