Looking for More Medication Options

My mother was diagnosed with epilepsy almost one year ago. Her fist seizures were partial complex and are now grand mal. Doctors have alternated between only two different drugs (one is carbamazepine) when an increased dose is ineffective. Can anyone tell me why when there are apparently so many more options? She also has cancer.
