Clonazepam wafers. Can anyone admninister?

My son has frequent Gran Mal Seizures. He has been prescribed Clonazepam wafers (A small wafer in a pre-dosed pack). My question is he used to be able to carry the wafers in a locked bag on the school bus so that if he had a seizure staff could open the bag and give him one wafer and then call 911. He has recently moved into a group home and we are being told he cannot go on any of the outings as they do not always send certified med staff along and no one can administer the wafer if he has a seizure. I was under the impression that it could be treated like and EPI pen or the Heimlich maneuver (can be given in a medical emergency by anyone) and that it is sort of like the Good Samaritan Act. The wafer comes in a single dose package. His old medication was a suppository and I fully understand why that would have to be given my med trained staff. The directions are to just put it anywhere in his mouth.....anywhere works. Does anyone know of the law or if there is a law that covers this? I thought I would start here. We like in NY if it is done on a state by state basis. I think there was a law (HB 5303) that was going to cover this, but cant find any info. This is my first time here. Thanks so much in advance.

I don't know of this med but please let me try to help. May I suggest talking to your doctor about a med called LaMICtal, If that dose not work, I went a whole year without arua or seizures taking a martial arts class. It was not so much what I learned, the over 100 jumping jack, stretching, working my body at least 5 days a week.  You have heard it before," use it or lose it". Exercise make sense. As soon as I stopped everything came back with in a week. Good luck, life with out seizures can be amazing, always try new things don't let it win.

State laws vary and it doesn't matter what the med is, just that people are certified to give meds if they are not a family member I believe. The Epilepsy Foundation has educational programs for school personnel that may also help group personnel. Also many local Epilepsy Foundation chapters and affiliates work with group homes and families on this issue. Go to the Find an Affiliate and call the one in your area or our 24/7 helpline.http://www.epilepsy.com/affiliateshttp://www.epilepsy.com/helplineThe other issue is whether any med should be put in the mouth during a seizure. For most seizures, it's best not to do during a seizure as person can choke/aspirate for example. Talk to your doctor or epilepsy nurse too for help.
