Should he stop meds if we suspect they could worsen his seizures??

Hello! My cousin is 20yo, right after he was born doctors discoverred he had been damaged, so since then he has an epilepsy. It was quite ok for 18 years, but since last year seizures had risen, at first from rare to every week, then to every day, then to two-three times a day. Now he's got resistibility to all kind of meds he's been on, also he's got allergy to some of them. We suspect some of them could even increase quantity of seizures. In the beginnig pf the month he's gotten a VNS, and we're still waiting on doctors to set it well for him. He didn't have any seizures, but sypthoms, before and couple days after operation, which also can mean that he could be allergic to cat and allergy increases risk of seizures.But after 3 days he had 1 generalized seizure and then one in his sleep (sorry I don't know all the terms). So the question is: is it ok for him to stop meds if we suspect they only increase them and make him feel worse? Can only VNS help him? Please help us and share with us if there are any story same to ours! We don't live in USA, we're from Kazakhstan, but we want any help!!!
