Need some help. Does this sound like a seizure?

My newborn son who is now 7 weeks old was diagnosed with seizures a week after he was born...My other son, who is 2 years old has all of a sudden started doing something very strange and I'm worried he might have seizures too. There are times when he is playing when all of a sudden he seems to lose the use of his legs. He will start screaming like he is scared and will limp and fall down. Then after a few seconds he is fine and will walk again. I've noticed four occasions like this in the past 4 months but they happen so fast that sometimes I wonder if I'm making it up or something. He went in for an EEG in November and it was normal so not sure what to think. Just wanted some advice from other people. It doesn't present like most seizures do. He doesn't shake, he doesn't go unconscious, he doesn't jerk... Any help would be appreciated.
