My Practitioner Is Neglecting Me - HELP!

I think I have the world's worst Neuro office. I have epilepsy - two types of seizures as well as migraines. The woman who runs the office is horrible and nasty. She does not care for my health or safety and is incredibly rude/mean. She is refusing to send my prescriptions refills that my Dr wrote for me (I use express scripts and require mail order but because of the controlled substance, the script has to come directly from dr). I had left the actual scripts at the office and now she claims she has mailed them to me but nothing arrived. She makes getting refills incredibly difficult and now I'm out of meds and starting to have migraines and small seizures (that lead up to serious ones). In the past she has recently refused to send prior authorizations back to my insurance company for my med (Topamax, tried five others that failed me so I have to be on this.). This delayed my being able to get meds. WHAT CAN I DO ABOUT THIS WOMAN?!? She won't let me talk to the doctor and lies stating he is not in the office or won't take my call. She loses her temper so easily and berates me with mean words and hangs up on me when I'm basically begging her to help me! This is so unbelievably unethical! Is there a medical board or something I can report them to?!? I've seen hundreds of other complaints that follow the same trend resulting from her. HELP PLEASE! I just want my meds, I have to much to lose!

Have to just tried to switch doctors?  Is there anyone else available in the area?  If possible it is time to go
