Flashing lights

~~Hi have a company that supplies and installs fire detection equipment. Could anybody assist with the following. At all fire exits it is law is south Africa to install a red flashing light for the hearing impaired. Some master mind has requested that we install white instead of red. With my limited knowledge (as I am an electrical engineer) white light is the more evil or has more of an effect. Could any one assist?
