is this a seizure?

My 15 month old granddaughter was playing yesterday and fell down. I was right next to her. Picked her up and tried to stand her up and she couldn't stand..picked her up and looked at her saying her name..she would try to look at mebut then her eyes would drift to the side.. hugged her and she was shaking( like scared) and held on tight... she didn't make asou d through it all. After afew minutes she was ok. This is the second time thishas happened. Is this a seizure? My daughter iscalling pediatrician in the morning but I'm so worried about her.
