How to gain permanent residency with Epilepsy

I have recently gotten together information on living in another country. Many countries require a medical exam in order to gain permanent residency. Many countries have Epilepsy listed as a "Severe Mental Condition", Now the nature of the conditions varies from person to person.
Certainly there are those who should not go and retire in another country because of thier particular cercumstances. I am not going to speculate, but I would like to know what they mean by severe and how you would answer that question.
